-Add transit service to COB-Fifth Street to reach the County Office Building

-Add transit service to Mill Creek to relieve congestion on Rt. 20

-Extend night service to Wal-Mart to relieve congestion on Rt. 29

-Add peak hour service to Pantops Mountain to reach Martha Jefferson Hospital and Westminster Canterbury

- Expand public transportation routes and levels of service

- Expand para-transit for the disabled throughout the region

- Route 29 in Charlottesville

- Complete the upgrading of Route 3 from Culpeper to Fredericksburg to four lanes

- Route 28 from Route 29 to Prince William County line

Warrenton
- Construct the western bypass in Fauquier County to prevent projected capacity deficiencies within Warrenton

- Reconstruct and widen Broadview Avenue to a standard six-lane divided urban roadway to meet capacity demands
